1Behold, I am sending My messenger to clear the way before Me, and the Lord whom you seek shall come to His Temple suddenly. As for the angel of the covenant that you desire, he is already coming.

12And all the nations shall account you happy, for you shall be the most desired of lands—said the Lord of Hosts.

16In this vein have those who revere the Lord been talking to one another. The Lord has heard and noted it, and a scroll of remembrance has been written at His behest concerning those who revere the Lord and esteem His name.

17And on the day that I am preparing, said the Lord of Hosts, they shall be My treasured possession; I will be tender toward them as a man is tender toward a son who ministers to him.

18And you shall come to see the difference between the righteous and the wicked, between him who has served the Lord and him who has not served Him.

20But for you who revere My name a sun of victory shall rise to bring healing. You shall go forth and stamp like stall-fed calves,

22Be mindful of the Teaching of My servant Moses, whom I charged at Horeb with laws and rules for all Israel.

23Lo, I will send the prophet Elijah to you before the coming of the awesome, fearful day of the Lord.    Malachi Chapter 3/1, 12, 16-18, 20, and 22-23 JPS Tanakh 1985.

1But a shoot shall grow out of the stump of Jesse,
A twig shall sprout from his stock.

2The spirit of the Lord shall alight upon him:
A spirit of wisdom and insight,
A spirit of counsel and valor,
A spirit of devotion and reverence for the Lord.     Isaiah 11/1-2  Tanakh JPS 1985.

19I am about to do something new;
Even now it shall come to pass,
Suddenly you shall perceive it:
I will make a road through the wilderness
And rivers in the desert.

20The wild beasts shall honor Me,
Jackals and ostriches,
For I provide water in the wilderness,
Rivers in the desert,
To give drink to My chosen people,

21The people I formed for Myself
That they might declare my praise.

22But you have not worshiped Me, O Jacob,
That you should be weary of Me, O Israel.

23You have not brought Me your sheep for burnt offerings,
Nor honored Me with your sacrifices.
I have not burdened you with meal offerings,
Nor wearied you about frankincense.

24You have not bought Me fragrant reed with money,
Nor sated Me with the fat of your sacrifices.
Instead, you have burdened Me with your sins,
You have wearied Me with your iniquities.

25It is I, I who—for My own sake—
Wipe your transgressions away
And remember your sins no more.
     Isaiah 43/19-25 Tanakh JPS 1985.

31See, a time is coming—declares the Lord—when I will make a new covenant with the House of Israel and the House of Judah. 32It will not be like the covenant I made with their fathers, when I took them by the hand to lead them out of the land of Egypt, a covenant which they broke, though I espoused them—declares the Lord. 33But such is the covenant I will make with the House of Israel after these days—declares the Lord: I will put My Teaching into their inmost being and inscribe it upon their hearts. Then I will be their God, and they shall be My people. 34No longer will they need to teach one another and say to one another, “Heed the Lord“; for all of them, from the least of them to the greatest, shall heed Me—declares the Lord.
For I will forgive their iniquities, And remember their sins no more.
     Jeremiah 31/31-34 Tanakh JPS 1985.

Commentary:

The angel of the covenant is not identified in any of the books of the Tanakh. The covenant “that you desire” can only be the new covenant of sin forgiveness of the Jewish people the Lord says will come in a future time.

This sin forgiveness of the new covenant is the same thing G-d did as a “new thing” forgiving the sins of the Babylon exiles and anointing Cyrus the Great of Persia to conquer the Assyrians and the Chaldeans and to have His Temple rebuilt by Israel.

The messenger is being sent and the angel of the covenant (for a time to come) is already on the way means they come together. The messenger is then identified as Elijah. The angel of the covenant is the person of the spirit of the Holy G-d who is an angel without an angelic body that alights upon the twig of the stump of Jesse who is Elijah.

The new covenant for a time to come is: I will put My Teaching into their inmost being and inscribe it upon their hearts. Then I will be their God, and they shall be My people. No longer will they need to teach one another and say to one another, “Heed the Lord“; for all of them, from the least of them to the greatest, shall heed Me—declares the Lord. For I will forgive their iniquities, And remember their sins no more.

What this says is “I will forgive their iniquities, And remember their sins no more” and it will “put My Teaching into their inmost being and inscribe it upon their hearts. Then I will be their God, and they shall be My people. No longer will they need to teach one another and say to one another, “Heed the Lord“; for all of them, from the least of them to the greatest, shall heed Me—declares the Lord.”

The reality is that it only applies to the Jewish people who believe in HaShem and who are mindful of the Teaching of His servant Moses, whom He charged at Horeb with laws and rules for all Israel. This is according to G-d’s last words on the new covenant in Malachi closing the Jewish bible until He returns for the day of the Lord.

G-d says in Malachi with regard to the coming of the messenger Elijah and the angel of the covenant that a scroll of remembrance will be written at His behest concerning those who revere the Lord and esteem His name; that they shall be His treasured possession; that they shall see the difference between the righteous and the wicked, between him who has served the Lord and him who has not served Him; and that for those that revere His name a sun of victory shall rise to bring healing and they shall go forth and stamp like stall-fed calves.

Those of His people that revere the Lord and esteem His name are the Jewish people who have His Teaching put into their inmost being and have it inscribed upon their hearts and who heed Him. Those who do not revere the Lord and esteem His name are the Jewish people to be reconciled by Elijah to Judaism. The many to be made righteous by G-d’s righteous servant of Isaiah 53 along with gentiles who no longer worship other Gods such as Jesus and Allah.

“Lo, I will send the prophet Elijah to you before the coming of the awesome, fearful day of the Lord. He shall reconcile parents with children and children with their parents, so that, when I come, I do not strike the whole land with utter destruction.”

“So that, when I come, I do not strike the whole land with utter destruction” is why it is so important that the Jewish people can identify Elijah and why Elijah is the man described in Isaiah 53 and in Isaiah 11/2 that the spirit of G-d alights upon and who is the angel of the covenant.

And I know these things for only one reason. The angel of the covenant alighted upon me in 2007 when I offered myself for guilt to HaShem and He accepted the offer. He is the angel of His Presence and the person of the spirit of the Holy G-d.

He is with me now. And where the person of the spirit of the Holy G-d is so is HaShem.
